Helping broadband providers reach an $800 million milestone

Funding opportunities remain available, though they are more limited now that most application windows have closed for the federal Broadband, Equity, Access, and Deployment (BEAD) program. Congress established the $42.5 billion program in 2021 to expand broadband access to unserved or underserved areas of the country.

Successful broadband grant applications start with analysis and planning, regardless of the funding source.

States continue to finalize awards and manage BEAD program implementation, which includes reallocating funds as needed for successful project delivery. Additional opportunities may also exist through state-administered broadband programs and other funding sources.

Whether for a BEAD subgrant or other state-administered program, a successful grant application starts with rigorous analysis and planning. Based on project needs and cost considerations, analysis also identifies the most suitable broadband technology options, which include fiber, coaxial, fixed wireless, or other technologies.

Key elements of an effective broadband analysis include the following:

  • Identifying unserved and underserved broadband locations to define eligible project areas and align with program requirements
  • Estimating total project costs, including design, materials, and construction required to serve proposed customer locations
  • Evaluating grant funding thresholds and cost parameters for each project area
  • Conducting financial modeling, including rate-of-return analysis, to refine project viability
  • Assessing construction constraints and cost drivers, including pole identification to evaluate aerial versus underground deployment options, and geologic conditions (rock risk) that can significantly increase construction costs
