Kestrel Affordable Housing Project

Located between Denver and Boulder along the front range of the Rocky Mountains, the City of Louisville, Colorado, is well positioned for growth. Since 2010, Louisville’s population has expanded significantly, and city leaders struggle to keep up with the demand of affordable housing for residents.

In 2013, Boulder County purchased 13 acres of property in northeastern Louisville, the last undeveloped parcel in the area, to create an inclusive, multigenerational community to meet the region’s need for affordable housing.

Milender White Construction Company retained our firm, on behalf of the Boulder County Housing Authority (BCHA), to provide civil engineering design services for the Kestrel development. Plans called for the multifamily housing development to include 71 units for people 55 and older and 129 units for families. Kestrel will serve households with income up to 60 percent of the area median income and will included a multistory senior housing facility, along with several commercial buildings for retail and other businesses.

As part of the project team of architects, engineers, and contractors, we provided building layout assistance; grading and drainage design; public and private roadway design; stormwater detention design; wet and dry utility infrastructure design; assistance during the entitlements phase; and construction administration services.

In addition, we completed geotechnical engineering, geophysical surveys, underground mine impact investigations, pavement design, and construction observation and testing for this high-profile project.

Our firm delivered testing services for new roadways; a Colorado Department of Transportation acceleration lane; and major utility infrastructure – including stormwater and electrical services – for the 18 residential and commercial structures.

The Denver Regional Council of Governments awarded the project with a Metro Vision Award for BCHA’s forward-looking approach to incorporating safe, affordable, and beautiful homes with free transportation, environmental sustainability, active lifestyle opportunities, and other on-site services residents may need at Kestrel.
